Dear customers, please be informed that registering mobile devices with the State Identification System (SIS) will be required starting June 25, 2024, as per the decree of the KR Cabinet of Ministers approved in May 2022.
In accordance with the approved Identification Procedures, most of devices must be registered by those who import them in the Kyrgyz Republic for sale or other business. Registration will be made on a paid basis.
What is to change for regular individual users?
All mobile phones and other devices (i.e. their IMEI codes) which have been active in networks of mobile telecom providers in Kyrgyzstan before June 25, 2024 will be registered automatically and entered into the SIS database. Thus, all active devices of individual users will enjoy a sort of “amnesty” being automatically registered with the identification database.
What is it customers should pay particular attention to?
Each SIM card slot of dual SIM phones has its unique IMEI to be registered with SIS. Therefore, if you usually use only one slot, insert your SIM card into the first slot and then into the second one and connect to the network to use each slot before June 25, 2024.
When buying a new phone
Device might be imported before the introduction of required registration but not registered yet with SIS by the importer, therefore, NOTE THE FOLLOWING:
If you bought a new mobile phone before June 25, 2024, you need to open the package and insert an active SIM card into each slot and connect to the provider’s network.
You can use the My O! app or visit imei.kg to check if the phone’s IMEI (each slot’s one) is registered.
Starting June 25, 2024, before buying a new phone you SHOULD check if the phone’s IMEI code(s) have been registered. If you buy a non-registered phone after June 25, 2024, you can return that to the vendor.
According to the Rules of Services of the State Identification System, individual users may within two months of the SIS commissioning (i. e. two months following June 25, 2024) import and register up to 2 mobile devices intended for personal use free of charge. However, the applicant should certify that the individual actually crossed the border (and, as such, imported the device in the Kyrgyz Republic) 30 days prior to submitting the registration application, otherwise registration may be restricted. After June 25, 2024, user should check devices before buying them and should not buy those not registered with SIS.
After June 25, 2024, non-registered devices cannot be operated in mobile providers’ networks in the Kyrgyz Republic subject to 30 SMS notice by SIS.
How to check the phone IMEI in the My O! app

First, find out your device’s IMEI (the unique 15-digit international number assigned to every device using SIM card). There are several ways you can do it:
dial *#06# on the device;
find the IMEI on the device package, in its warranty certificate or on the sticker under the battery;
check the device settings. Smartphones with two SIM card slots have 2 IMEI codes. You may check any one of them.
After you have found out the 15-digit IMEI, log in the My O! app and click “Check phone IMEI”. Enter the IMEI code in the field open or scan that with the barcode scanner. See what you have got.

If your device was registered successfully, you will see a green mark and your phone detailed info. Continue using the device.

You can pay for the registration service via the O!Dengi wallet in the My O! app (you will receive a push notification or SMS with link to the service payment).
