Notice of open auction

NUR Telecom LLC (O! trade mark) does hereby notify that an open auction for titles to enter contract on provision of telecom services by NUR Telecom LLC with assigning of a Platinum grade subscriber number is to be held 15.01.2025 through 15.01.2026.

• Auctioneer: NUR Telecom LLC (O! trade mark).

• Legal address of the Auctioneer: Block 2, 170/2 Abdrahmanov Street, Bishkek.

• Auction type: open auction.

• Bidding form: online auction for titles to enter contract on provision of telecom services by NUR Telecom LLC with assigning of a Platinum grade subscriber number, where the Bidder offering the highest price quote for the Lot or offering the Lot buyout will be recognized as the winning bidder for the specific Lot.

• Bid increment: a thousand-fold amount in KGS. Minimum bid increment: one thousand (1,000) KGS including VAT and sales tax.

• Advance deposit: to join the bidding, every Bidder makes a deposit in amount of one thousand (1,000) KGS separately for each Lot of the auction (inclusive of all taxes).

• Qualified Bidder: a legally capable individual aged at least 18 or a legal entity served on a prepaid basis and checked in as a bidder.

A person wishing to join the Auction should have or buy an active SIM card of the NUR Telecom LLC’s network with a plan with SMS enabled and balance sufficient for paying the Deposit in checking in.

To join the Auction, one should read the Rules of the open auction for titles to enter contract on provision of telecom services by NUR Telecom LLC with assigning of a Platinum grade subscriber number and check in as a Bidder for a specific Lot by sending SMS to a short code to confirm the acceptance of the Rules.

The Bidder shall check in for the Auction by sending any SMS from the Bidder’s subscriber number to the Short Code corresponding to the specific Auction Lot. The Deposit amount will be withdrawn automatically from the Bidder’s subscriber number balance in the registration process. The details of Short Codes and corresponding Auction Lots are published on the website vipnomer.o.kg

The first Bidder to offer the maximum price for the specific Lot, with such price accepted and recorded by the Auctioneer by the auction end, will be recognized as the Winning Bidder for the corresponding Lot. At least two Bidders are required for bidding. The Bidder who is the first to offer the Lot buyout will also be considered the Winning Bidder provided such offer is accepted and recorded by the Auctioneer.

The Winning Bidder for a specific Lot shall undertake to enter a Contract on Provision of Telecom Services in the manner determined by the Auctioneer, and pay the buying price in full for the specific Lot within three (3) working days following the Auction end.

Should the Auctioneer fail to contact the Winning Bidder for the specific Lot for reasons beyond the Auctioneer’s control within three (3) working days following the Auction end, or should the Winning Bidder fail to arrive to sign the Contract on Provision of Telecom Services by the time approved by the Auctioneer or fail to pay the buying price in full, the bidding results will be cancelled for the specific Lot, the Winning Bidder will be dismissed from any current or planned bids within the Auction, and the Deposit in amount of one thousand (1,000) KGS will not be refunded to the Winning Bidder.

To sign the Contract on Provision of Telecom Services with assigning of a specific Platinum grade premium number, the Winning Bidder should produce the SIM card with which the Bidder joined the Auction, and the Bidder’s ID.
